Bar association of the Republic of Armenia in cooperation with Open Society
Institute Assistance Foundation – Armenia within the project of the “Strategic
litigation” and having aim to support legal cases in Armenia announces open
competition for all interested lawyers /advocates/, as well as local or
international organizations and NGO’s that have a mission of enforcement of
legal reforms and improvement of human rights protection in Armenia. The
“Strategic litigation” project follows the aim of enforcement of legal reforms
in Armenia by influencing some changes in legislation and practice that violate
constitutional and international norms which guarantee fundamental human rights
and freedoms, hamper the strengthening of democratic standards in Armenia,
correct interpretation and application of law, as well as revelation of the
deficiencies of law.

The major criteria for selection of cases to strategic litigation are their
public importance, urgency of the problem and the level of efficacy to resolve
the problem by taking it to strategic litigation. The possible cases that might
be taken to the strategic litigation encompass the following spheres, the list
of which is not exhaustive. Here, there are:

1. Access to justice and fair trial,
2. Freedom of speech, free media and access to information,
3. Protection of environment,
4. Protection of human rights in criminal procedure,
5. Protection of rights of refugees and other vulnerable groups of people,
6. Administrative procedure and etc.

In the process of selection of actual cases for strategic litigation there would
be taken into account the compliance of cases to objectives of “Strategic
litigation” project, as well as the factual circumstances of each case and the
perspectives for taking the case to strategic litigation. In case of necessity
and taking into account the peculiarities of each and every case, the Board of
project will decide upon submission of the case to European Court of Human
Rights.

The Board of project decides upon the final selection of cases for strategic
litigation and the issues concerning the financing of thereto.

For submission of cases to strategic litigation the applicants must bring the
application to Bar Association of the Republic of Armenia, where must be
mentioned personal data about the applicant or organization that applied /first,
last name, address, contact phone number/, personal data of the litigant of
strategic litigation case /first, last name, address, contact phone number/,
brief description of the case, the legal justification of the case and the
expected results awaiting from the strategic litigation. There should be
submitted all the copies of documents that are related to the actual strategic
litigation case. The applications must be submitted by the below mentioned
