Today the discussion of the Constitutional amendments resumed in NA. This work will be done within the coming 2 weeks in the NA Committee of integrating into the European Structures. Today the Committee referred to the first chapter of the 3 draft constitutions which refers to the bases of the Constitutional order.

The discussions are going on according to the developed order. The Committee will refer all the chapters of the Constitution in isolation. As for the drafts, they will be represented one after the other, as the Committee has received them – the draft of the coalition, that of Arshak Sadoyan and that of the United Labor Party.

By the way, the coalition has offered to change 97 articles in the Constitution. From the representation of changes today it was difficult to make out what changes Arshak Sadoyan offered. What he said was like an ordinary speech criticizing the bases of the Constitutional order and the authorities.

By the way, Mr. Sadoyan had represented additional offers to the Committee about his draft, that is – offers which the Venice Committee has not yet seen. It meant that only 2 drafts were to be discussed today. But Arshak Sadoyan stood firm in his point and mentioning that his new offers do not refer to the first chapter of the draft constitution he made the Committee listen to them.

In the first chapter of the draft constitutions represented by the United Labor Party there are 13 changes.

By the way, the one thing proper to all the drafts is that the 3 of them offer to omit the article prohibiting double citizenship. Of course, no criteria are offered to regulate that field.

In spite of the discussions in the NA, however, according to Tigran Torosyan, NA deputy president, it would be better to include all the three offers in the agenda, of course unless during the 2 weeks of discussion the authors of draft constitutions come to an agreement and create one united draft Constitution.
