It has already a month passed since creation of the Special investigation service which was established according to the law on Special investigative service. Head of the investigation department of the Prosecutor’s Office Andranik Mirzoyan was appointed on the post of the head of the newly established structure. Staff of the special service is comprised of Prosecutor’s Office’s investigating officers. The Special service is headquartered in the Prosecutor’s Office. RA Prosecutor General Agvan Hovsepyan has sent to the Special investigation service’s proceedings the criminal case initiated on the fact of “Pandok” restaurant’s owner Levon Gulyan’s death. The case was in the proceedings of Yerevan city’s Prosecutor’s Office and was not moved forward.
Levon Gulyan’s death is mysterious and indeed requires a careful examination.

To remind, Levon Gulyan was invited to the police to give testimony on the Stepan Vardanyan murder case, committed on May 9 near Gulyan’s restaurant. Levon Gulyan was invited to the Police on May 12. During the one day officers of the Shengavit district Police station twice allowed him to go and asked him to come back again. The last time when Levon was invited, he was brought to the RA Police building to the deputy chief of Criminal Intelligence General Department Hovhannes Tamanyan. Afterwards, Levon Gulyan’s family members were informed that while escape attempt Levon fell down from the second floor and died.

Levon Gulyan’s relatives do not trust this version. They are convinced that Levon Gulyan was brutally beaten. Their assumption is based on the story presented by Hayk Melqumyan who is “Pandok” restaurant’s worker. Likewise Levon Gulyan, he also was invited to the police to give testimony. He confirmed that he was also cruelly beaten. Besides, Levon’s relatives saw bruises on Levon’s body. “Levon endlessly loved his family, children and his work. He was cheerful person and was concerned about the country’s progress and prosperity; he was not a person who in one second could decide to stop his life. If he had the intention or reasons to evade the law, he would use other methods and would not come to the inquiry. ”, Levon’s wife Jemma Gulyan declared. However, the Police do not confirm this version. According to the local experts’ conclusion, all injures on Levon’s body were caused by the fall from the second floor. Results of the examination are not accessible for Levon’s relatives and human rights activists. The Prosecutor’s Office refuses to publish them. Helsinki Association’s member Ruben Martirosyan taking as a ground results of the examination claimed that Levon Gulyans was beaten and tortured at the Police and afterwards, either alive or near to death, Levon Gulyan was thrown through the window by the Police officers in order to conceal the trace of their brutality. Ruben Martirosyan claims that Levon Gulyan’s body was entirely injured; his head, ribs and spine were broken.

By the initiative of Levon Gulyan’s relatives, international experts from Denmark and Germany were invited. Here another confusing stage of this confusing story begins. Results of the examination conducted by the international experts constantly were not reaching Armenia for different reasons (delay at the Post office for example). Finally the results were obtained. However the situation didn’t become clear. According to Gulyan’s wife Jemma Gulyan, they obtained the copy of results; it was neither signed nor sealed. The envelope had TNT logo on it. However, TNT Delivery Service officially stated that the envelope does not belong to their Service.

Levon Gulyan’s relatives are aware that international experts concluded that injuries on Levon Gulyan’s body could not be caused by the fall from the second floor.
In conversation with hra.am reporter, Jemma Gulyan also mentioned that investigation of the Gulyan’s case was conducted a month after the tragic event in June 2007.

Gulyan’s relatives realize that they can’t bring Levon back but they also realize that if this case will not be examined properly there is still a possibility that anyone’s relative could be taken and his or her body will be returned then.
