The Present State of the Social Cards Field was Strongly Criticized by
Vazgen Khachikyan

It turns out that the introduction of the social cards system in Armenia does
not serve its main aim. Nowadays the present state of the social cards field is
strongly criticized by Vazgen Khachikyan, head of the State social security
fund, who before taking his present post as a MA delegate was one of those
advertising the above mentioned system.

«Now we must organize serious discussions. If we have made a mistake, we must
accept and mend it». Mr. Khachikyan explains his previous preaching by the fact
that he meant the international experience which aims at the defense of
citizens' rights. Today the introduction of social cards does not carry out this
most important function. «It is like carbon monoxide - it has no smell neither
color must its effect can be destructive», explains Vazgen Khachikyan.

In order to explain the mistake Vazgen Khachikyan quoted Winston Churchill's
words, «The diplomat is he who can say what will happen tomorrow and explain why
it did not happen».

Nevertheless, because of the «mistake» in which Vazgen Khachikyan had a finger
10 990 people have not been given their old-age pension, 2 788 do not have a
social card because of the old passports, and 494 old people have principally
refused to have a card.

Armenia and Azerbaijan are EU Bad Pupils

Russia does not meet the commitments taken upon before the EU, but it has
nuclear weapon and is a country of completely different power. From the EU
member countries it is only Armenia and Azerbaijan who have volunteered into the
structure but have not met the commitments.

These points of view were expressed today by Shavarsh Kocharyan, member of the
Justice bloc, and Avetik Ishkhanyan, head of the Committee Helsinkyan. The
Political debate club had organized today a discussion with the theme «The
Meeting of Commitments Taken upon Before the EU».

Not a single representative of the coalition wanted to take part in the
discussion, and two-week negotiations had no results. From those who accepted
the invitation, Rouben Torosyan, head of the party «Human Rights and Democracy»
said that the representatives of the opposition have sent many letters to the EU
showing that Armenia does not meet the commitments and does not hold up to
democratic standards.

He also mentioned that in fall our country may face the fact of being sacked
from EU.
