Ombudsman’s Letter to RA President

RA Human Rights Defender Larisa Alaverdyan sent a letter to Armenian President
Robert Kocharyan. The letter says, in part:

“The RA Ombudsman considers that presently a number of operating laws contain
clauses, whose correspondence to the Constitution can be seriously questioned.
The matter concerns some articles of the RA law “On Social Insurance Cards”. The
citizens have sent a great number of complaints. They claim that the dependence
of conclusion of labor contracts, receiving of salary and other payments of the
availability of social cards conflicts with the Organic Law of the republic.

Since the Constitution does not provide for the Ombudsman’s right to appeal to
the Constitutional Court, the Human Rights Defender hopes that it will be the
President to appeal to the CC to clarify the correspondence of the law “On
Social Insurance Cards” to the Constitution.”

Opposition Sets Conditions For Constitutional Reform Support

Armenia’s largest opposition alliance listed on Friday three conditions for its
crucial support of President Robert Kocharian’s draft constitutional amendments
and warned that failure to accept them would scuttle the reform demanded by the
Council of Europe.

Kocharian’s Constitutional Draft Criticized By Media Groups

Armenia’s leading media associations have criticized additional constitutional
amendments put forward by the authorities, saying that they would fail to ensure
the independence of a powerful state body that regulates commercial
broadcasting.

The Second Seminar within the Framework of Campaign for the Signing,
Ratification and Implementation of the OPCAT in Armenia

second seminar, in the range of seminars planned within the frames of the
project “Campaign for the Signing, Ratification and Implementation of the OPCAT
in Armenia”. The seminar was held in town Vanadzor, Lori marz, on July 15, 2005.
