NKR SOCIETY SEES MASIS MAYILYAN PRESIDENT

The Resource Center of Stepanakert conducted a poll on February 8-10 to find out
the opinion of the leaders of the NKR NGOs on the relations of the government
and NGOs, the upcoming presidential election and the future president of NKR.

The leaders of 36 NGOs, which operate really and have a central role in the
public sector and represent all the directions, including the youth,
journalists, environmental protection, culture, the national and social spheres,
human rights, ethnic minorities. Several organizations did not take part in the
poll for whatever reasons. The public figures were asked to answer 4 questions.

Evaluate the attitude of the government towards the public sector using a
five-point scale.

15 public figures gave a “three” to the government, 10 gave a “two” and 8 gave
“one”. Only two think the government’s attitude measures “four”, and it did not
occur to anyone to give the government a “five”.

NGOs should be government’s …

15 public figures think that the NGOs should be the government’s partner, 10
believe that the NGOs should act as a supervisor, 5 think the government and the
NGOs should be allies, 1 thinks they are rivals. 1 found it difficult to answer,
3 chose “other”, such as “constructive opposition”, “a moving force”, “all the
functions together”. The option “rivals” was not perceived by anyone.

Point to three traits a head of state should possess.

25 mentioned patriotism as the most important characteristic feature, 18 think
intelligence is primary, 15 point to honesty. Will, morality and diplomatic
flexibility were underlined by 9, 6 people think the president should be
disinterested, incorruptible and demanding. Independent, bold, caring, amiable
and just got one vote each. It is notable that nobody placed “Armenian
mentality” in the top three.
