Summary Of Hot-Line Activities On The Election Day

On the Election Day 114 calls were received by the hotline phone number 080 080 804, from which

  • Legal consultation was provided 35 times,
  • Connection with legal ambulance cars was established concerning 74 cases,

40 times the cars were sent to the polling stations on the basis of hotline calls, and 34 times the calls were received from the cars.

The complaints were related to

  • Gatherings at the polling stations,
  • Double voting,
  • Wrong placement of the booths,
  • Intimidation of proxies, observers and journalists,
  • Ballot stuffing,
  • Open voting,
  • Directing the work at the polling stations by unknown people/ people who didn't have a right to be present in the polling stations/

Legal ambulance cars have been in the permanent connection with the office.

The office has established connection with the cars 240 times, both concerning the matter of sending the cars to the polling stations and getting information from the cars about the current situation.

Legal ambulance cars worked from 8:30 to 20:00.

The calls to the hotline were stopped at about 23:30.

DESCRIPTION OF THE SITUATION

Calls distribution according to the nature of the problem

The morning calls mainly concerned gatherings and bringing people by cars, mini-buses. For instance, in Shengavit community at school #97 /11/31, 11/32 polling stations/ a number of people were brought by cars, and they all have entered the polling stations at the same time.

More than 15 people were present at 11/20, 11/21 polling stations, which was not permitted by the electoral legislation. Such type of issues were noted also at 9/01, 9/02, 9/03, 9/04, 9/05, 12/21, 12/10, 12/13, 10/20, 11/27, 11/28 polling stations.

At 12/21 polling station upon arrival of the legal ambulance car the people dispersed.

A call was received about bribe distribution at 11/30 polling station. Such type of calls were received also about 4/10, 11/27, 11/28 polling stations.

A representative from Armenian National Congress (ANC) reported about double voting and ballot stuffing cases at 7/11 polling station. This was confirmed also by the representative from Dashnaktsutyun party.

After closing 5/10, 5/15 polling stations ballot stuffing was reported.

At 8/18 polling station at 7:40 a citizen wanted to vote, but representative of ANC didn't allow her to do it. After having voted at 8:00 the same citizen came to the polling station at 10:30, representative from ANC recognized her and didn't let her vote. But the head of the commission claimed that she was not the same person, when he looked through the voters' list he didn't find her name at all.

At 8/31 polling station the same person has voted 7 times. At 11/19, 9/28 polling stations somebody has already signed instead of a citizen.

At 21:30 a call was received from Alina Kharatyan who told that she had gone to 9/03 polling station at 19:30 and found out that there was a signature at her name in the list, she applied to the head of the electoral commission Karen Hovhannisyan, the head refused to record the case and delayed the process until the end of the elections. He also intimidated the voter and said that he would make a protocol against her, and that she had voted, and signed herself.  The voter went to the police but the police didn't accept her complaint. The case was covered by the journalist from "Zhamanak" newspaper, who had seen this incident.

At 4/28 polling station the member of the electoral commission and the proxy had a conflict after which the proxy had left the polling station.

At 7/21 polling station 2 members of the electoral commission, representatives from Republican party had a conflict with the proxy of Armenian National Congress. A protocol was made that a representative from ANC challenges the election process and was called to the police station. Proxy of ANC refused to leave the polling station and said that he would do so only when he was arrested. Later high level police officials were called who went to a separate room with the parties in conflict. Members of the ambulance cars found out that the reason of the conflict was that 30 voters, who were not residents of that district, were brought to the polling station. In the same polling station voting booths were placed in a wrong way. In fact there was an open voting, after the ambulance car remark the booths were placed as defined by the legislation. Voting booths were placed in a wrong way also at a number of other polling stations, 3/01, 10/31, 10/32. At 10/31 polling station the staff of the ambulance car also managed to correct the placement of the booths. 

A number of interference cases, that is when proxies or member of a commission interfere with the voter's decision and tells him/her whom to vote, were noted. For instance at 10/19, 10/20, 5/17, 8/18, 9/13 polling stations. At the same 5/17 polling station 3 proxies of Republican Party were present, whereas 1 proxy is allowed to be present in each polling station according to the law.

Open voting cases were registered at 9/04, 9/05 polling stations. At 3/04 polling station the head of the commission had several times entered the voting booths with the voters. 

A case of violence was registered at 9/01 polling station. According to the call the journalists from "Chorord Ishxanutyun", "Hayq" and "Zhamanak" newspapers, Gohar Veziryan, Tatev Mesropyan, and Marine Kharatyan were beaten. 

At 11/04 polling station according to the call there was an assault on the head of the commission, but the latter refused to make any comments.

About 30 young people entered 8/18 polling station, the journalist from "Haykakan Zhamanak" newspaper had noted that they wanted to fill the ballot-box with ballots and had started to record it. The young people approached him, took the camera, and threaten. The journalist left the polling station. Later representatives from Erkrapah Union came and made the young people leave the polling station.

At about 18:00 15 people entered 8/24 polling station, stood in front of the commission, took out ballots and filled into the ballot box. The proxy of ANC tried to close the box, and got injury in his hand. At that time the head of the commission was not present and when he came and they asked him to sign the protocol he refused to do so, stating that he didn't witness such an incident.

About 6 calls concerned the people who can be present in the polling station after it is closed. Journalist from A1 plus was not allowed to be present during the process of counting the ballots. A group of people entered 5/10, 5/9, 5/27 polling stations after they were closed.

So about 7 calls concerned the gatherings of people, 10 calls about bribe taking and bringing people by cars, 3 calls about double voting, 3 calls about wrong placement of the booths, 6 calls about entering and coming out of the people from the polling stations after voting was finished and counting process started, 4 calls about interfering with and intimidating proxies, and observers.

Questions concerning the legal consultation included

  • What document to present to be able to vote, whether the copy of the passport will do?-5 calls,
  • Who is eligible to vote; whether a military can vote?-2 calls,
  • Name of the voter is not mentioned in the voting list; what to do?- 2 calls,
  • When and who can enter the voting booth with a voter?- 3 calls,
  • Whether the candidate of the Elders' can be a proxy, an observer- 2 calls

Calls distribution according to the communities

Most part of the calls was registered from Shengavit community-24 calls, 14 calls-from Kentron community, 7 calls from Davtashen and South-western community each, 8 calls from Arabkir and Ajapnyak communities, 2 calls from Nor Norq and Qanaqer-Zeytun each, 1 call from Avan community.
