Only one community has submitted a request for capital renovation of the kindergarten within last three years with the RA Shirak Marzpetaran. While 100 out of 116 communities need kindergartens and there are only 48 kindergartens in the marz.

According to the Article 41 of the RA Law on Local Government, the Chief of a Community shall exercise the following mandatory powers: organize the building, maintenance and reconstruction of kindergartens of the community's subordination their building, operation and repairing works by the means of the community.

The financial means of the community are not always spent for such needs. In response to the inquiry made by the www.hra.am, Shirak marzpetaran informed that in 2009-2011 only Maralik city administration has applied with the request for the capital renovation of the kindergarten and other communities of the marz had not submitted any request. Allocations of the RA state budget are currently used for renovation and construction of the kindergartens of the communities Haykavan and Voskehat of Shirak marz.

In Gyumri in 2009-2011 were partially renovated 12 kindergartens and 5 are expected to be renovated in 2012. In the kindergartens of other marz communities as well were conducted partial renovations
