The
Civil Society Institute election observer recorded on the mobile phone how a
man was leading voters to the Avan precinct station number 01. The man noticed
that he was filmed, approached the observer and attempted to take the phone
away. The incident took place at about 13:20. The observer learned that the person was Samvel Ghumashyan, the deputy head of
administration of Avan district.
