Response of the Ministry of Defense about Grigor Hakobyan’s issue
Arthur Sakunts, head of "Helsinki citizens' assembly Vanadzor" NGO, sent an open letter to the Minister of Defense Seyran Ohanyan, where he raised the issue of conscript Grigor Hakobyan who has got health problems while serving in the army. From the letter it becomes clear that since September 12 of the last year G. Hakobyan has been examined by the doctor for 6 times being taken to the hospitals periodically. Currently he is in "Kanaz" hospital of Yerevan.
"Because of health problems in the army he was not able to implement his military duties. It is not clear how many times an examination needs to be carried out in order to make a final conclusion. This type of attitude towards a citizen can be considered as caring, but the duration of the medical examination, not provision of medical conclusion serve basis to think that the Central Military-Medical committee does not have courage to give a unanimous conclusion and to recognize G. Hakobyan disqualified for army service. For this decision there are all grounds", is written in the letter addressed to the minister.
Concerning this case RA Ministry of Defense disseminated a statement on February 22, where it was mentioned;
"In 2009, May 21-25 G. Hakobyan was examined in the Traumatologic and Orthopedic Scientific Centre, where an act about the conscript's state of health was provided with the following diagnosis; "Lateral curve of the waist, shoulder blades are not disrupted of their functioning. Deep arched feet with a slight disruption of normal walk". Taking as a basis the mentioned diagnosis of the experts G. Hakobyan was called up by the army.
According to the personal case of the conscript Grigor Hakobyan has not have any other complaint (is based on his signatures in the examination leaflet).
Being in the military unit for about 20 days the conscript G. Hakobyan had harmed himself while shaving, for this reason he was sent to psychological hospital in 19.12.09. From 19.12.09 to 13.01.10 after several detailed examinations the self-harmful action of the patient was assessed as a purposeful action and he was diagnosed as "No signs of psychological disorder were found. G. Hakobyan was recognized as psychologically healthy. G. Hakobyan was recognized as "qualified for non parade service".
G. Hakobyan was called up by the army in a right way. He can continue his service in non parade service conditions, and his periodic examinations in hospitals are determined by his non responsible and avoidable attitude towards his service".
