On September 12 the Human Rights Defender of Armenia has called a meeting to present visits to “Goris” and “Nubarashen” criminal-executive institutions conducted by the Monitoring group of the Ministry of Justice and the Group of immediate responds of the Human Rights Defender. Another important issue of the meeting’s agenda was designation or establishment of the National preventive mechanism under the Optional protocol of the UN Convention against torture. Armenia has joined to the OPCAT in May 2006 thereby took the obligation to establish or designate mechanisms of the independent oversight over the closed institutions in Armenia within one year after the ratification.
