Armenian Ombudsman Again Cites Lack Of Powers

The Office Of Human Rights Defender said on Wednesday that it is able to
investigate only a fraction of individual complaints against Armenian courts and
law-enforcement agencies because of a serious lack of legal powers.

A semi-annual report released by Ombudsman Larisa Alaverdian’s office shows that
the courts, the police and prosecutors’ offices are the most frequent source of
human rights violations reported by Armenian citizens. Nearly 20 percent of some
1,450 complaints filed in the first half of this year dealt with them, says the
report.

The Draft Constitutional Amendments Were Sent To the Venice Commission

On July 7 the draft constitutional amendments were sent to the Venice
Commission, RA NA Vice Speaker Tigran Torosyan reported.

The agreements achieved during the discussions June 23-24 between the
representatives of the Venice Commission and the RA authorities were fixed in
SDF 2005 052 document.

Jehovah’s Witnesses Renounce Alternative Military Service

In contrast to the previous mobilization, this year no member of the
organization “Jehovah’s Witnesses” went to the Gyumri mental hospital for
alternative military service. And the two believers, who had gone there in
spring of 2004, left the hospital without finishing their service, “Tsayg” TV

RA Ombudsman’s Web Site Launched

On July 7 at Tekeyan Culture Center the presentation of the web site of RA Human
Rights Defender (www.ombuds.am) was held. The
internet resource in three languages, Armenian, English and Russian, was created
under “Promotion of Human Rights in Armenia and Increasing Public Awareness
about the RA Human Rights Defender Institute” program, implemented by the RA
National Assembly and the UN Development Program with the financial support of
the Cooperation Development Minister of the Netherlands.

Municipality for Citizens, But Not Citizens for Municipality: Polish Anti-Corruptioner

Two-day seminar "Experience of Poland in fight against corruption" was organized
within the framework of "No corruption, its control by local self-governmental
bodies". Program at the assistance of the British embassy in both Armenia and
