Is the Council of Europe transforming into a political organization?

Many questions arise concerning the report discussed recently in PACE
“Implementation of Resolutions 1361 (2004) and 1374 (2004) on the honoring of
obligations and commitments by Armenia”. The report is specific in terms of its
content and geo-political context. Even a cursory examination of the paper makes
clear that it does reflect neither political nor social realities of Armenia.

RFE/RL Chief Urges Kocharian To Help Restore TV Broadcasts

RFE/RL President Thomas A. Dine sent a letter to Armenian President Robert Kocharian, denouncing the "Soviet-style" cancellation of the new RFE/RL Armenian
Service news and analysis program, "Azatutiun" by the private Armenian
television station Kentron. Dine urges President Kocharian "to denounce this
contemptible Soviet-style act, and to help return "Azatutiun" to the air."

A1+ TV Company Pledges Its Support to Liberty Radio Station

Heads of different Armenian TV companies explained the fact saying the
broadcasting was halted because of technical and management problems.
Mesrop Movsessyan, the head of A1+ TV Company, came up Friday with an
initiative. He pledged support to the Liberty radio station and offered to
provide digital equipment and qualified human resources to it.
“If insufficient equipment and management cause the trouble, we are ready to
produce the station programs for free”, Movsessyan said.

There Will Be No Problem during the March

Meeting with “No Terrorism!” motto will take place tomorrow. It will end in a
march to Parliament in the memory of October 27 victims. Near the Memorial in
Parliament courtyard a few tens of people will lay wreaths.
Municipality hasn’t sanctioned the march and the action. We asked Tigran
Torosyan, head of Armenian delegation in CE how CE will treat the fact. “I think
everything will be normal in any case and no problem will arise. If there is a
real wish to come and to lay a wreath on the Memorial, it will be. I am sure no
problem will occur during the march”, he said.
We also posed that Republican Party of Armenia won’t join the action of
“Justice” Bloc while many of October 27 victims were RPA members. Mr. Torosyan
stated he didn’t accept such dissociation. “All the victims were ours and the
tragedy is common”, Torosyan said.
”But RPA hasn’t yet discussed and decided. Those wishing who will be in
Parliament that time will join”, Tigran Torosyan said and added “But I think it
won’t be moral at the same time to count who joined or who didn’t”.
ARF head Levon Mkrtchyan said at the conversation with us that ARF will join the
action. Position of “Land of Law” Chair Arthur Baghdasaryan is known – he will
join the commemoration near the Memorial.

Armenians in Georgia Appealing to CE

On October 25-26 CE Monitoring Commission will hold the sitting in Tbilisi.
Georgia’s commitments will be discussed. Board of Armenian Social Organizations
of Samtckhe-Javakhq has addressed the memorandum to the Commission drawing its
attention to the grave situation in Samtckhe-Javakhq.
Authors have appealed Monitoring Commission “to guarantee that Georgia will
honor the commitments assumed during membership to Council of Europe”.

Transparency International's Global Graft Survey Finds Little Change In
Armenia

Armenia again fared better than most other ex-Soviet states but was just a
whisker away from being rated as a highly corrupt nation in a closely-watched
annual report on corruption around the world released on Wednesday.
