A Conference Entitled, “The Right to Liberty” Took Place in Tzakhkadzor

On July 17 -18, 2004, Civil Society Institute held a conference entitled, “The
right to liberty”, which took place in Tzakhkadzor, Armenia. The conference was
organized on the basis of the research conducted by CSI, “Monitoring Report of
Problems Concerning Preliminary Detention.”



Lawyers from the countries of Russia, Moldova, Poland, Latvia, Lithuania,
Tajikistan, Slovakia, Georgia an Armenia, as well as representatives from the
Yerevan offices from OSCE and Council of Europe participated in the event. The
discussion of the conference was focused on the issue of choosing preliminary
detention as a preventive measure and deprivation of liberty. There were
presentations on the Armenian legislation, international standards and European
Court related precedent cases. It allowed for each of the representatives from
different countries to present their own nation’s legislation and experiences
concerning these issues. The conference allowed for positive experiences to be
shared with one another to take into consideration when proposing legislation
changes. This event was within the framework of Open Society Institute's
East-East program.
