The Reason is the Uncertainty of the Standards

The Human Rights Defender of the Republic of Armenia Karen Andreasyan made a legislative change proposal to the Prime Minister of the Republic of Armenia and RA National Assembly fractions.
Complaints, addressed to the Human Rights Defender of the Republic of Armenia, prove that, as a result of medical-social examination, people with disabilities are not recognized disabled by the appropriate committee. And in some cases as a result of a regular examination, defined by law, people with disabilities are deprived of the disability group or, are transferred into a better group when their health is not improved, but on the contrary, it is deteriorated.
"Having serious health problems and the evidencing medical findings, a person often is not recognized disabled with an argumentation that the illness or injury he has, doesn't cause a vital activity limitation for disability definition. The reason of it is the incertitude of criteria for the definition of disability defined by law, which provides a wide range of estimating discretion for the medical examination committee, and as a result- the examinations in some cases are implemented not objectively and arbitrary", explains the defender.
