Serious Regress

«The whole process of referendum was held with obvious violations of the RA legislation and the norms of international rights which seriously affected the results of the referendum. When it comes to lawfulness, the Referendum recorded serious regress in comparison with even the 2003 Presidential elections», the preliminary report of the RA Constitutional Referendum local observers mission of the NGO «Armenian Parliamentarism Center» says.

According to it, the pre-election phase too was held with serious violations which not only affected the results of the voting but also prepared ground for organizing the voting phase with the same methods.

«But the violations during the voting process exceeded all predictions. According to the experts, the public threats of the Attorney General on the eve of the referendum and the open vote of the President were powerful impetus of the violations.

In these conditions the conclusion of the 14-member delegation of the CoE short-term observers mission titled «General compliance with the international standards» was more than strange, taking into account the fact that it referred to the whole process of Referendum», the report says.

The local observers mission of the NGO «Armenian Parliamentarism Center»claims that «their conclusions are based exceptionally on recorded facts and after getting answers from the courts they will represent corresponding conclusions to the society and to international structures».
