The offer of 100℅ Proportional Electoral system was rejected

On February
29 RA National Assembly rejected the legislative proposal made by Armenian Revolutionary Federation
(Dashnaktsutyun) and the Heritage (Zharangutyun) parties to shift to 100℅
Proportional Electoral system. For the bills on “Amendments to RA Electoral
Code”, “Amendments to RA law on Procedure rules of National Assembly” and on
“Amendments to RA law on Constitutional Court” the deputies voted 30 in favor,
54 against and 4 abstained from voting.

The Parliamentary Opposition made this offer at
the discussion of Amendments to Electoral Code, which was not accepted.
According to Heritage (Zharangutyun) and Armenian Revolutionary Federation
(Dashnaktsutyun) majoritarian elections do not serve their purpose. And deputes
elected by majoritarian system work at bidding of authority as they are the
guilty for electoral frauds.

At the discussion of the law the reporter, Head
of NA State and Legal Commission Davit Harutyunyan paid importance to the
majoritarian electoral system by the following substantiation:

“As a result of majoritarian election those
people win who represent the ruling party. Certainly the majoritarian model
gives an opportunity to make a stable majority in Parliament”

To remind, the deputies of “Prosperous Armenia”
party also joined the initiative of shifting to 100℅ Proportional Electoral
system and voted in favor. On February 28Heritage (Zharangutyun),Armenian
Revolutionary Federation (Dashnaktsutyun) and Armenian National Congress
organized a demonstration in front of the NA building for the protection of
100℅ Proportional Electoral system.
